A tower portfolio is tens of thousands of structures, each with a lease, a permit history, a set of as-built drawings and an inspection record — and the truth about the structure is in imagery that nobody has time to look at twice. The document estate and the physical estate drift apart quietly, and the gap only surfaces during a transaction or an outage.
Where the cost sits
Structural inspection is the clearest case. A climb or a drone flight produces imagery; converting that imagery into a conformance judgement — corrosion, member deformation, mount loading, antenna inventory against the record — is done by an engineer looking at photographs, one site at a time, at a rate that cannot keep up with the portfolio.
Lease abstraction is the quiet one. Ground leases, rooftop agreements, amendments and estoppels accumulate across decades and acquisitions, and the escalation clauses, exclusivity terms and assignment rights inside them are the economics of the business. Most portfolios have never had all of it read consistently by the same standard.
The document says the mount was upgraded in 2021. The imagery says otherwise. Somebody has to be the one who noticed.
A portfolio acquisition or carve-out. A densification or upgrade programme. A structural failure or a near miss. A new Chief Data or Automation Officer. Any of those makes this a shorter conversation, because the document estate has just become somebody's explicit problem.
Why the evidence layer matters here
Digital infrastructure is not prudentially regulated, and it is tempting to conclude the audit layer is unnecessary. The opposite is true: because the supervision is episodic rather than continuous, the record has to survive being examined years after it was made, by people who were not there and are not friendly.
A structural conformance judgement made in 2026 may be read in 2031 by a carrier's counsel, an insurer, or a regulator after an incident. The question will be the same one a bank examiner asks: show me that this was checked, against what standard, by whom, and what happened when it was not right.
When the inspection is completed by an agent, that record is a by-product. When it is done by an engineer with a camera roll and a spreadsheet, it is a reconstruction — and reconstructions are what fail under examination.
